Executive Proclamation 
State of South Dakota
Office of the Governor 

Whereas, The Congress, by Joint Resolution, has designated October of each year 
as "National Disability Employment Awareness Month"; and,
 
Whereas, We recognize the many contributions citizens living with disabilities 
make to our society, and we reaffirm our commitment to supporting them in 
achieving full inclusion in our workforce; and, 

Whereas, We affirm the words of the Declaration of Independence of our nation 
that every human being has inherent worth bestowed upon them by the Creator, and 
that equality is a fundamental right; and, 

Whereas, We affirm the words of the Declaration of Independence "We hold these 
truths to be self-evident that all men are created equal, that they are endowed 
by their Creator with certain unalienable Rights, that among these are Life, 
Liberty, and the Pursuit of happiness;" and,
 
Whereas, We affirm our founding father's intent of equality resonates across 
America for people with disabilities and that obstacles preventing them from 
achieving their human potential be removed; and,
 
Whereas, Making good on this fundamental obligation is our duty as a state and 
nation:
 
Now, Therefore, I, M. Michael Rounds, Governor of the state of South Dakota, do 
hereby proclaim October 2008 as 

in South Dakota, and I call on all citizens to observe this month with 
appropriate programs and activities that support and promote providing 
employment opportunities for people with disabilities. 

In Witness Whereof, I have hereunto set my hand and caused to be affixed the 
Great Seal of the state of South Dakota, in Pierre, the Capital City, this 
Twelfth Day of September in the Year of Our Lord, Two Thousand and Eight.
